Anne Spray Kinney

January 22, 1952 — February 27, 2016

Anne Spray Kinney, age 64, of Medora, passed away at 1:05 AM on Saturday, February 27, 2016, at St. Francis Hospital in Indianapolis. Born January 22, 1952, in Seymour, she was the daughter of William L. Spray Sr. and Marian (Day) Spray. On January 22, 1994, in Milwaukee, WI, she married Kenneth S. Kinney.

Anne was a lifelong member of the Medora United Methodist Church. A 1970 graduate of Medora High School, Anne received her Bachelors Degree from American University and Masters Degree from University of Illinois, Chicago. Anne had also taught government finance at the graduate level. She retired as Director of the Government Finance Officers Association Research and Consulting Center in Chicago and had served as president of the association. Anne also had more than 20 years experience working in the public sector, much of that time as a practitioner in government finance. While in government, Anne held upper management and executive positions in local government including the City of Milwaukee where she was Director of the Department of Administration as well as the city’s Budget and Management Director. Anne held similar government finance jobs in other communities including Oaklawn, IL.

She also served as Executive Director of the Milwaukee Metropolitan Sewerage District. During Anne’s time at the MMSD, she was instrumental in the privatization of the sewerage district. She also served as a consultant to the government of Estonia on public finance. A published author, Anne wrote “The State and Local Government Performance Management Sourcebook.” She also wrote or co-authored numerous articles in government finance journals and books.

Anne had an interest in interior and exterior design and received the Restoration of the Year award for a house she remodeled in Glen Ellyn, IL. Her other interests were gardening; animals, especially golden retrievers and cats; listening to music and reading English mystery novels.

Survivors include her husband Kenneth; daughters, Elizabeth Brooker of Chicago, Richmond L. Kinney of Duluth, MN and Marjorie H. Kinney and her husband Martin Butz of Tubingen, Germany; siblings, Mary Lea (Kenneth) St. Clair of Medora, Samuel J. (Diana) Spray of Medora and George (Barbara) Spray of Seymour; grandchildren, Samuel and Skye Butz. Anne also leaves behind several nieces, nephews and cousins.

Anne was preceded in death by her parents and a brother, William L. Spray, Jr.

Services for Anne will be held at 11:00 AM on Thursday, March 3, 2016, at the Medora United Methodist Church. Visitation will be at the church from 4:00 PM until 8:00 PM on Wednesday and then from 10:00 AM until service time on Thursday. Burial at the White River Valley Cemetery will follow services.
